Rubio Skipping Ukraine Talks as Zelensky Rebuffs U.S. on Crimea

Secretary of State Marco Rubio said he would skip the next stage of the Ukrainian cease-fire talks. Meanwhile, President Volodymyr Zelensky said Ukraine would not accept any deal that recognized Moscow’s legal control of Crimea.
